Concurrently, the organization maintains an ongoing association with other organizations throughout the nation that are similarly devoted to advancing the common aspirations, interests and goals of NYPD retirees in particular and other law enforcement retirees in general.

As you know the City of Houston is in the midst of a catastrophe like we have never seen before. The scope of the damage will not be determined for weeks, maybe longer. We have already lost so much including Sgt. Steve Perez, a 34-year veteran of the Houston PD, who drowned in his car trying to get to work at 4 am in the morning on Sunday, August 27th. So many of you have reached out to ask how you can help and we are very grateful. Right now sending money to assist those officers who lost their homes and/or vehicles is the most helpful for us. We ask that you send donations to "Assist the Officer, Inc." a 501 (C)3 charity established 30 years ago in Houston to provide aid to law enforcement people during these kinds of disasters.
There is a link on the site for Harvey Relief. I can assure you that 100% of whatever you send will go directly to Houston-area law enforcement people who have suffered severe losses from the floods. Upon request we will be happy to provide you with a complete report on donations and expenditures if you need it.

This year the Annual Monsignor Romano's WTC Memorial Mass will be celebrated on SUNDAY, SEPTEMBER 10, 2017. Mark the date on you calendar and let's make every effort to attend. Last year, REMA attendance was noted and were allocated a special place in the church by the NYPD Ceremonial Unit. This year lets show the families of our lost heroes that we still fully support them and their loved ones
This is the Sixteenth Anniversary of that cowardly attack on our country. This resulted in a total number of deaths of 2,996 people and injuries to 6,000 plus. The death toll included 265 on the four planes (from which there were no survivors), 2,606 in the World Trade Center and in the surrounding area, and 125 at the Pentagon. The NYPD lost TWENTY THREE members that day,and an additional 132 members of the Department have died of 9-11 related illness. - and this mass is to honor their memory, as well as, those we have subsequently lost due to 9/11 WTC related illnesses.Our attendance shows their families and the World that we keep our promise to "NEVER FORGET".

" It gives me great pleasure to announce the addition of Louis Matarazzo to our Board of Directors, filling the vacancy created by the passing of John Moore. Lou is a former President of the PBA. Since retiring, Lou has devoted his efforts for the past five years to lobbying in Albany on behalf of the Detectives’ Endowment Association, the Captain’s Endowment Association and the Lieutenants Benevolent Association.
Hopefully, his insight into the mechanism of New York politics will provide valuable to the Board in its future deliberations of issues affecting the membership.

I am happy to announce that we have reached an agreement regarding NYCPD I.D. Card renewal procedure for our out of town chapters. This procedure needs to be followed exactly as outlined in the attached NYCPD ID Card Renewal Procedure and the Retiree Application.
This NYCPD ID Card renewal program is ONLY for our chapter members who are NOT living in the five boroughs of New York City and the six counties in which active members are permitted to live. The chapter member requesting an NYCPD ID Card renewal must be a dues paying member of our associated chapters and needs to inform us what chapter of which they are a member.

Congress Schedules End to Insurance Coverage of Medicare Part B Deductible
Medicare beneficiaries often buy “Medigap” insurance that pays for many of regular Medicare’s deductibles and copayments. But as a result of legislation just passed by Congress, starting in 2020 Medigap plans will no longer be allowed to offer coverage of the Medicare Part B deductible, which is currently $166 (in 2016). However, current Medigap policyholders and those buying policies before 2020 will still be eligible for the deductible coverage after that date. ...Read all the details here.

This material would specifically provide legal guidelines for a police officer to follow in the state of Florida if someone he or she encountered had a concealed firearms license and was carrying a firearm, or had a firearm legally in their vehicle. Since I am a full-time law enforcement trainer in the state of Florida, and a staunch supporter of the second amendment, I gladly agreed to help.

RETIREES ON MEDICARE PLEASE READ. VERY IMPORTANT INFORMATION
I am sure you have heard that the City of NY has added a Medicare Advantage plan provided by Aetna. Aetna has been one of the city’s plans for about 14 years. It was originally just for NY, NJ, and PA, but these 3 states have a pension deduction. It has now expanded to AZ, CT, DE, DC, FL, GA, MD, MS, NC, TX, VA. I was told in time it will be in all 50 states. With this plan there aren’t any deductibles or co pays and you will still receive your Medicare Part B Reimbursement, a 100% plan, plus you receive vision and hearing reimbursement. The doctor you are visiting accepts Medicare you can continue to use that provider with Aetna and it will not cost you more. Around October 24th Aetna will be mailing out a brochure about this plan and a form that has to be mailed back to Aetna. You will also be getting a Transfer form from the city in a different mailing that will have to be mailed back to the city. The changeover period will be November 1st – 30th . Take note, if you are visiting a state not listed above and you get sick or hospitalized you will be covered. This is in all 50 states even if it is not an emergency you can have services. Plus, you will also covered anywhere in the world.

Gene Loewy was officially established as the retiree’s liaison and the department by PC Bratton on August 2nd during a face to face meeting. He will continue in that capacity under current Chief of the Department James O’Neill when Chief O’Neill is appointed the new PC. Gene met with Chief O’Neill Friday, September 2nd.
Gene has also met with Chief Ray Spinella, and Inspector Kathy White, X.O. of the Personnel Bureau, effectively working out the parameters for our out of greater metropolitan area retirees expired I.D. card renewal program - and other retiree programs.
The I.D. card renewal program is now back in effect. There are two attachments to this e-mail.
One is a Retiree Application which must be completed in its entirety (disregarding the EMD CASE #), signed, dated and submitted with the expired or expiring retirees I.D. card or lost/stolen official police report of said card.
The other is the Parameters to Renew Retired ID Cards/and Via Proxy which each club president will distribute together with the “Application for Renewal” to each requesting retiree. Please read it carefully!
We have, however, encountered some bumps in the road. They are as follows:
#1. We are unable to duplicate photos of any kind regardless of the type camera or equipment we utilize to enter into the I.D. Sections digitized system.
#2. All photos prior to November 2002 have been destroyed and are irretrievable. This affects approximately 6,000 retired members. There are over 47,000 retirees in the system.
#3. The new I.D. Cards will be issued to “retirees only” for a period of eight (8) years. Active members have an expiration of every five (5) years.
#4. The proxy (messenger) will be permitted to renew up to ten (10) cards at any one time. It is possible the proxy may be permitted to return in the same day to renew ten (10) more. That will have to be worked out with the individuals in the office on that particular day. I assume it will be based on the day’s workload.
#5. As was previously agreed to, individual club presidents will collect the expired, expiring cards or official police report of lost or stolen cards and forward to our messenger (Gary Gorman) in New York via certified mail:
#6. Retired Sergeants have the option to utilize the services provided to them through the Retired Sergeants Association. They have set up their own program.
#7. With respect to pre-merger Transit retirees – Chet Levy, 2nd V.P. of our New York 10-13 Club is working on this issue for us. Hopefully, we will have some positive news allowing our messenger to also renew their expired cards at the Transit Bureau Headquarters in Brooklyn - in lieu of a personal appearance.
#8. There is no program in effect to renew retiree I.D. cards for pre-merger Housing retirees living outside of the greater metropolitan area. They must appear in person at 1PP.

From our inception over twenty five years ago, SOAR has endeavored to keep each of our members informed of “current events” that we considered to be important to you as NYPD retiree's at that particular time. The subject matters that were presented varied broadly, ranging from pension information to suggestions for enjoying a healthy retirement. At times, the “news” addressed pending litigation or upcoming political events of a local, statewide or national basis. The sole vehicle that was available to us at that time and which we continue to employ to this day, is the newsletter that you’re reading now. It’s been published quarterly by SOAR since we began, thanks, in part, to the combined efforts over the years of our only two Editors; initially, Ed Rybak and his successor, Jack Coughlin. They have been ably assisted over the past 25 years, by various members of the Board of Directors who have contributed newsworthy articles for publication from time to time during their tenure.
